[freegeek-startup] startup or intergalactic

To me the definitions are as follows:

* "startup" is for anyone interested in getting a FG or FG like
organization up and running. It undoubtedly will have many members who
think FG is a groovy idea, but back off once they realize how much work
it is. This list is open to anyone.

* "intergalactic" would be for actual approved official-dishal
freegeeks, as in certified and bona fide. This list doesn't exist yet,
but would be open to members of official free geeks to discuss ongoing
bidness. For instance, we could talk about common software development
or an intergalactic congress on this list.

* "franchise" is for shepherding folks that have been on the startup
list to a place where they qualify to be on the intergalactic list. This
happens through the application process and the franchise list is where
we deliberate and decide official status issues. Since this list is
already in place, most of the intergalactic specific stuff has been
discussed there.

Anyway, I think we should leave startup as it is and franchise as it is,
and maybe add the intergalactic one.
